Council Meetings Online

Policy Relative to Online Meetings

As it is vitally important to the City of Sunbury to maintain all possible transparency during the period of the Covid-19 pandemic, the City will provide public access to its meetings through online meetings, which meetings will allow the public to both view and hear the meetings but also to interact therewith. 

 

However, with this freedom comes a public responsibility to maintain the appropriate decorum relative to any governmental process.  In short, any person taking part in these public online meetings who does not abide by the rules of the meeting, or who enters into profane or outlandish behavior, will be immediately removed from the meeting through electronic means.

Instructions for Public Participation

The City of Sunbury will use FreeConferenceCall.com as its online/teleconference platform for City Council meetings. 

 

There are two ways to participate:

 

1. By telephone:

  • Call (978) 990-5000

  • When prompted, enter access code 358779  #

  • During Q&A sessions press *6 to enter queue

           

2. Online using computer, smart phone, or tablet:

  • Go to https://join.freeconferencecall.com/sunbury1

  • Audio option for computers: use microphone/speakers of the computer or connect without audio and use a phone (number and access code same as above) for the audio.

  • It is not necessary to download the app to participate

  • Participants online will be able to see the screen shared by the City Administrator showing the agenda topics outline.

  • During Q&A sessions, press “Ask a question” button to enter queue

 

The Q&A Session feature of the platform will be used during periods of public comment.  There will be an announcement “Q&A Session has started.”  Participants will be able to speak in the order in which the requests to speak were received. To request to speak, phone participants must press *6; online participants must click on the “ask a question button” on their screens. These instructions will be repeated at beginning of the public comment period. After all participants in the Q&A Session have been heard, an announcement will be made that the session has ended.

 

Outside the designated public comment periods, all participants will be muted and will not be able to unmute themselves.  Council members will be manually unmuted so they can freely deliberate on the agenda topics.

 

The meetings will be recorded and the recordings made available on the city’s website within 24 hours of the meeting conclusion.

 

The meeting agenda and supporting documents will be available on the city’s website at least 24 hours in advance of the meeting start.  Residents of the City of Sunbury who are unable to participate in this manner may email comments/questions for City Council to sunbury1@ptd.net.  Agendas and supporting documents may also be requested by email or by calling (570) 286-7820. 

 

Participants are invited to join the meeting up to 30 minutes before the start of the Council Meeting in order to receive instruction and to practice using the features of the program.

 

Our intention is to encourage and provide multiple means of public participation in local government despite the challenges of the COVID-19 pandemic and public gathering restrictions. We want everyone to be able to participate and we want everyone to be safe and healthy.
